I am working on Process Optimalisation in hotel servicies. I am using a lean manufactoring ideas for organize work in housekeeping teams. I know that this is the solution for your problems.

For exemple:
Ask yourself 5 times WHY your housekeepers need motivation, and find deep-hide problem.

then make a plan (to recover the problem)
make a test (the most important)
check if your plan realy works (time, quality, money saving)
Draw a standard instruction and train all stuff

Then you need to help them to self-train, self-manage.
After that they will work automaticly, with out any defects.
