WHY does that make an Australian 'confused'?
Different countries, different rules.
All you need to do (Australian or not), is ASK.
In e.g. the Netherlands, minimum wages are around USD 1000 a month. And ALL prices include VAT AND a 15% service charge - which makes most meals considerably more expensive than most other countries. Tipping is not necessary. But it's OK to round off to the next EURO.
